Booking a Flat in Kolkata During Durga Puja 2026: What’s Real and What’s Marketing

Written by Ashish Goyal, founder of Sidus Realty, 15 years in Kolkata real estate. Rates, prices and rules checked on 30 September 2026.

Short answer: Puja is a good time to shop for a flat in Kolkata and no special time to pay for one. The government charges do not change for the festival. An under-construction flat carries 5% GST (1% only if it costs up to ₹45 lakh and has carpet area up to 60 sq m), stamp duty is 6% up to ₹1 crore and 7% above it, and registration is 1%. What does change is the volume of sales urgency, a few lender promotions and, sometimes, a developer’s willingness to negotiate.

Developers launched about 4,680 homes in Kolkata between July and September 2026 and sold about 3,980 (Anarock), so you are not short of choice. Treat an offer as real only if it is in writing, worth a stated number of rupees, and attached to a project whose WBRERA registration number you have checked yourself.

Every Puja, the same messages arrive: special festive price, stamp duty on us, zero GST, book before Dashami. Some of it is genuine money. Some of it is a deadline dressed as a discount. We are a zero-brokerage channel partner, which means the developer pays us and you pay nothing for our advice, so we are not neutral on whether you buy. We are neutral on which flat and when, and that is what this guide is for. Every number below was checked against a source listed at the end.

Durga Puja 2026 as a flat-buying calendar

Festival offers are pegged to dates, so start with the dates. Bengal’s panchang places Mahalaya on 10 October, Maha Ashtami on 19 October and Bijoya Dashami on 21 October 2026. Sources differ on Maha Shashthi, which is listed as 16 October in some calendars and 17 October in others.

Date What happens What it means for a buyer
5 to 7 October RBI’s Monetary Policy Committee meets. The repo rate stands at 5.25% after the August review. Decision due 7 October. Lenders price floating home loans off this rate. Know the outcome before you lock in a loan.
10 October Mahalaya, the last day of Pitru Paksha By tradition many families do not begin new ventures before this day, so the days leading up to it are the easier window to visit sites, compare and ask questions without a crowd.
16 or 17 October Maha Shashthi, the start of the five main days Finish your shortlist and budget before this date, not during it.
19 October Maha Ashtami If an auspicious day matters to your family, this is one. The price and the taxes are the same as on any other day.
21 October Bijoya Dashami (Bengal calendar) Offers advertised as “valid till Dashami” end here. Ask for the expiry date in writing.
8 November Kali Puja and Diwali A second festive window. A genuinely good offer does not vanish between the two dates.

What Kolkata’s housing market is doing this festive season

Anarock’s Q3 2026 data (July to September) gives the clearest picture of the city that Puja offers are being sold into.

Kolkata, Q3 2026 Units Change
Homes sold 3,980 Down 4% from 4,130 a year earlier, up 3% on the previous quarter
New homes launched About 4,680 Down 4% year on year, up 32% on the previous quarter
Launched minus sold About 700 Launches ran ahead of sales in the quarter

Across the top seven cities, sales rose 3% to about 100,220 units while launches rose 18% to about 114,320. Knight Frank expects festive-season sales in 2026 to beat the 2025 festive period nationally, but says growth will moderate.

What this means for you: Kolkata is not in a scramble. Sales slipped slightly year on year while a fresh batch of launches arrived, which gives an informed buyer room to compare and negotiate. Launches are not the same as unsold stock, and premium micro-markets can behave differently from the city average, so treat this as a reason for patience rather than a promise of discounts.

What Puja does not change: GST, stamp duty and registration

These charges are set by law. They are identical on Ashtami and on an ordinary Tuesday, and no developer can waive them, only absorb them into a price cut.

  • GST on under-construction flats: 5% without input tax credit, or 1% for affordable housing. Affordable means priced up to ₹45 lakh and carpet area up to 60 sq m (about 646 sq ft) in a metro. Kolkata is on the metro list. Miss either condition and the rate is 5%.
  • Ready flats: once the developer holds a completion or occupancy certificate, there is no GST on the sale.
  • Stamp duty in Kolkata: 6% up to ₹1 crore and 7% above, plus 1% registration. It is assessed on the higher of the circle-rate value and the agreement value.
  • No festive rebate: the 2% stamp duty rebate and 10% circle-rate cut from the pandemic years ended on 1 July 2024. West Bengal has no gender-based stamp duty concession.
  • Carpet area basis: since January 2024, flat registration in West Bengal is calculated on carpet area rather than super built-up area.

Here is what those rules add on top of the price for an under-construction flat (indicative, assuming the agreement value is at or above the assessed value).

Agreement value GST Stamp duty Registration (1%) Total added
₹45 lakh (60 sq m carpet or less) 1%: ₹0.45 lakh 6%: ₹2.70 lakh ₹0.45 lakh ₹3.60 lakh (8%)
₹60 lakh 5%: ₹3.00 lakh 6%: ₹3.60 lakh ₹0.60 lakh ₹7.20 lakh (12%)
₹85 lakh 5%: ₹4.25 lakh 6%: ₹5.10 lakh ₹0.85 lakh ₹10.20 lakh (12%)
₹1.2 crore 5%: ₹6.00 lakh 7%: ₹8.40 lakh ₹1.20 lakh ₹15.60 lakh (13%)
₹2.5 crore 5%: ₹12.50 lakh 7%: ₹17.50 lakh ₹2.50 lakh ₹32.50 lakh (13%)

Excludes floor rise, preferred location charges, parking, club membership, maintenance deposit, legal fees and the annual KMC property tax (see our KMC property tax guide).

Two price cliffs worth negotiating around

The ₹45 lakh GST cliff

A ₹45 lakh flat with carpet area up to 60 sq m pays ₹45,000 GST. At ₹46 lakh the same flat pays ₹2.30 lakh. That is ₹1.85 lakh more for ₹1 lakh of extra price. If a small flat is quoted just above ₹45 lakh, ask how the developer computes the figure and whether it can come down to the threshold.

The ₹1 crore stamp duty cliff

At ₹99 lakh, stamp duty at 6% is ₹5.94 lakh. At ₹1.01 crore, at 7%, it is ₹7.07 lakh. That is ₹1.13 lakh more for ₹2 lakh of extra price. It only helps if the assessed value is also under ₹1 crore, so confirm with the deed writer or the e-assessment slip.

Puja flat offers in Kolkata, decoded

Here is how the common festive offers translate into rupees, and how to test each one before you rely on it.

The offer What it usually is How to test it
“We pay your stamp duty and registration” A concession worth about 7% to 8% of the value (6% or 7% stamp duty plus 1%). Real money if it is genuine. Ask for it as a lower agreement value or a written credit in the offer letter. Compare today’s price list with the same tower’s list from before the offer was announced.
“Zero GST” GST is a legal levy on under-construction flats, so it cannot be waived. A developer can only absorb it into a discount. Insist on a GST line and a proper invoice with the developer’s GSTIN on every demand letter. A ready flat with a completion certificate has no GST at all.
Free gold coin, modular kitchen, AC or parking Freebies with a fixed retail value, priced into a list rate you did not see before. Ask whether they sit inside the agreement value (then you pay GST and stamp duty on them). See the worked example below.
“Pay 10% now, rest at possession” or “No EMI till possession” A subvention or deferred plan. The bank lends to you while the builder services the interest for a fixed period. Get the end date of the builder’s interest cover in writing, ask what happens after it, and check how the bank disburses. If the builder defaults, the bank still recovers from you.
“Puja rate ends Dashami” or “prices rise from 1 November” A deadline. It may be a real price revision or a closing tactic. Ask for the current price list with a date, the number of unsold units in that tower, and the exact date of the next revision.
“Pre-launch” or “EOI” before registration A booking taken before the project is on the WBRERA register. No registration number you can find on rera.wb.gov.in means no token. RERA bars advertising, marketing, booking or selling before registration.
A large booking amount “to lock the unit” Anything above 10% of the cost before a registered agreement for sale is not permitted under Section 13(1) of RERA. Pay only a small token, get a receipt, and get the refund terms in writing first.
Festive home loan offers Real but small and time-limited: a processing fee waiver (normally 0.25% to 1% of the loan) or a slightly sharper rate. Compare the rate you are actually offered, not the “starting from” rate. Your credit score decides where in the range you land.

Why a price cut beats a freebie of the same value

Every rupee off the agreement value also reduces GST, stamp duty and registration. On an ₹85 lakh flat, a ₹2 lakh price cut saves ₹2 lakh, plus ₹10,000 of GST, ₹12,000 of stamp duty and ₹2,000 of registration: ₹2.24 lakh in total. Above ₹1 crore the figure is ₹2.26 lakh. A ₹2 lakh freebie is worth ₹2 lakh at best, and less if it is taxed inside the agreement value. When you are offered a choice, ask for the price cut. The stamp duty saving assumes duty is assessed on the agreement value rather than the circle rate.

What the lender’s rate does to your budget

SBI’s home loan rates start at 7.25%, ICICI Bank’s at 7.55% and HDFC Bank’s at 7.75% (Paisabazaar data as of 16 September 2026). The spread inside each bank’s range matters more than any festive waiver. On an ₹80 lakh loan over 20 years, the EMI is ₹63,230 at 7.25% and ₹69,173 at 8.45%. That is ₹5,943 a month, or about ₹14.3 lakh over the loan. Even a quarter-point matters: ₹1,228 a month between 7.50% and 7.75%. Get your sanction letter and your exact rate before you book, not after.

What WBRERA protects, and what it does not

West Bengal’s RERA regime has been in force since the Supreme Court struck down the state’s own HIRA law and the West Bengal Real Estate (Regulation and Development) Rules, 2021 were notified. For a Puja booking, these are the protections that matter.

  • Registration is compulsory. Section 3 of RERA bars a promoter from advertising, marketing, booking or selling a registered-category project before registration. WBRERA also requires the registration number and website to be displayed clearly in advertisements, and the state Housing department has said it would penalise developers who hide or blur it.
  • The 10% cap. A promoter cannot take more than 10% of the cost as advance or application fee before a registered agreement for sale.
  • The 70% account. Under the West Bengal Rules, the promoter must deposit 70% of the money collected in a separate scheduled-bank account to be used only for construction and land cost.
  • A public project page. Each project’s page on rera.wb.gov.in shows its registration number (for example WBRERA/P/KOL/2023/000532), status, project completion date and any extension completion date.
  • A remedy for delay. Under Section 18 you can withdraw and take a refund with interest, or stay in and receive interest for every month of delay. West Bengal’s Rule 17 sets the rate at the State Bank of India benchmark plus 2%, and the state’s appellate tribunal held in October 2025 that the benchmark is SBI’s MCLR. Refunds are due within 45 days.

An illustration of the delay remedy, using an assumed SBI benchmark of 8.75% (so 10.75% with the 2% added, check the current rate before relying on this): if you had paid ₹1 crore and possession ran 12 months late, the interest would be about ₹10.75 lakh, or roughly ₹89,600 a month. Interest runs from the date of each instalment you paid, so a staged payment plan earns less than this full-payment example.

What RERA does not do is turn a verbal or hoarding promise into a contract. The possession date in your registered agreement for sale is the one that counts, not the date in a brochure or, later, on the portal. If an offer matters to you, it belongs in the offer letter and the agreement.

Ten checks before you pay a Puja token

  1. Find the project on rera.wb.gov.in and match the registration number on the brochure to the portal. Note the status, completion date and any extension date.
  2. Ask whether the tower has a completion or occupancy certificate. It decides whether you pay GST.
  3. Ask for the price per sq ft on carpet area, not just super built-up area.
  4. Get the full cost sheet: base price, floor rise, preferred location charges, parking, club, maintenance deposit, GST, stamp duty, registration and legal fees.
  5. Put every offer on the offer letter, in rupees, with an expiry date, and make sure it is attached to the agreement.
  6. Pay only the token you can afford to lose, never more than 10% before the registered agreement, and get the refund terms in writing.
  7. Read the draft agreement for sale before paying beyond the token: possession date, delay clause, cancellation deduction and a payment plan linked to construction stages.
  8. Get your loan sanction letter and confirm the bank has approved the project.
  9. If the plan involves builder-paid interest, get the cut-off date and the bank’s tripartite terms in writing.
  10. Sleep on it for 48 hours. A legitimate offer will still be there two days later.

Who should book during Puja, and who should wait

  • End-users with a shortlist: use the week before Mahalaya to visit and compare, then decide after Dashami with a written, dated offer.
  • Buyers who want no GST: look at ready flats with a completion certificate. You still pay stamp duty and registration (7% to 8%) but not the 5%.
  • Buyers near a cliff: if the price sits just above ₹45 lakh or ₹1 crore, negotiate to the threshold before anything else.
  • Investors: Puja is irrelevant to yield and possession risk. Check the completion date, the developer’s delivery record and the rental demand around the project.
  • Anyone who needs a loan: wait for the 7 October RBI decision if you are choosing between a fixed and a floating rate.

Real versus marketing: the short list

Real

  • A price concession written into the offer letter and agreement
  • A lender’s fee waiver or sharper rate, with a small and time-limited saving
  • A wider choice of launches, since launches ran ahead of sales in Kolkata last quarter
  • The fixed arithmetic of GST, stamp duty and registration

Marketing

  • “Lowest price of the year” with no dated price history
  • “Zero GST” presented as a waiver rather than a discount
  • Freebies that are not in the agreement
  • A deadline with no dated price list behind it
  • A “pre-launch” booking with no WBRERA number

Frequently asked questions

Is Durga Puja a good time to buy a flat in Kolkata?

It is a good time to shop and negotiate, and no better than any other time to pay. Taxes and government charges are the same on every day of the festival. Kolkata launched about 4,680 homes and sold about 3,980 in July to September 2026, so buyers have choice and room to compare.

Is stamp duty lower during Puja?

No. In Kolkata it is 6% up to ₹1 crore and 7% above, plus 1% registration. The 2% pandemic rebate ended on 1 July 2024. Check the Directorate of Registration and Stamp Revenue website for any new notification before you register.

What GST applies to a flat booked during Puja?

5% without input tax credit on under-construction flats, or 1% if the flat costs up to ₹45 lakh and has carpet area up to 60 sq m. A ready flat with a completion or occupancy certificate attracts no GST.

Can a builder ask for more than 10% as a booking amount?

No. Section 13(1) of RERA bars a promoter from taking more than 10% of the cost as advance or application fee before a registered agreement for sale.

Is “no EMI till possession” safe?

It is legal when advertised accurately, but the loan is in your name. If the builder stops paying or the project is delayed beyond the cover period, the bank recovers from you. Homebuyers caught in such a scheme reached the Supreme Court in the Himanshu Singh case. Get the end date of the builder’s cover in writing before you sign.

How do I check a project on WBRERA?

Go to rera.wb.gov.in, search for the project, and match the registration number to the one in the brochure. Read the status, project completion date and extension completion date on the project page.

Should I wait for Diwali or the RBI decision?

The RBI decision is due on 7 October. If it moves rates, floating loans follow on their reset date. A quarter-point on an ₹80 lakh, 20-year loan is about ₹1,228 a month. If the flat and the written offer are right, that is not a reason to lose the unit, but it is a reason to keep your loan choice open until the announcement.

Is a ready flat better than an under-construction one during Puja?

If you want to avoid GST, yes. A completed flat with a completion or occupancy certificate carries no GST, so your added cost is stamp duty and registration (7% to 8%) instead of about 12% to 13%. You give up the staged payment plan and the wider choice of new launches.

Does an auspicious date affect the price?

No. You can choose an auspicious day to pay the token or to register, but GST, stamp duty and registration are the same on every date. Do not accept a higher price for a “special muhurat rate”.
