When you buy a flat in Kolkata, the price the builder quotes isn’t the final number. On top of it you pay stamp duty and a registration fee to the West Bengal government — and until you do, the property isn’t legally yours. Here’s exactly what these cost in 2026, with simple examples, so you can budget accurately.
What are stamp duty and registration charges?
Stamp duty is a tax you pay the state to make a property transfer legally valid, charged under the Indian Stamp Act. The registration fee is a separate charge to officially record your sale deed with the government. Both are calculated on the higher of the market value (circle rate) or the agreement value — not just the price written on paper.
Stamp duty & registration rates in Kolkata (2026)
West Bengal sets rates by location and property value:
- Urban / municipal areas (incl. Kolkata Municipal Corporation): 6% stamp duty for property up to ₹1 crore, 7% above ₹1 crore.
- Rural / panchayat areas: 5% up to ₹1 crore, 6% above ₹1 crore.
- Registration fee: 1% of value, across the board.
So a typical Kolkata city flat adds up to roughly 7–8% over the price. Note: West Bengal currently offers no gender-based concession — men and women pay the same.
Two quick examples
- ₹80 lakh flat (city, under ₹1 cr): Stamp duty 6% = ₹4,80,000 + Registration 1% = ₹80,000 → ₹5,60,000.
- ₹1.5 crore flat (city, above ₹1 cr): Stamp duty 7% = ₹10,50,000 + Registration 1% = ₹1,50,000 → ₹12,00,000.
Is the old 2% rebate still available?
During 2021–2024 the state ran a temporary relief — a 2% cut in stamp duty plus a 10% reduction in circle rates — to boost sales. That concession was time-limited and is not guaranteed to be active in 2026. Because such rebates are announced and withdrawn periodically, always confirm the live rate on the official West Bengal Registration portal before you register.
Don’t forget GST (for under-construction flats)
If you’re buying an under-construction property, GST applies separately from stamp duty: 5% for regular homes and 1% for affordable housing (no input tax credit). Ready-to-move flats with a completion certificate attract no GST — an important cost difference when comparing options.
Other costs buyers often miss
- Mutation (updating municipal records to your name) after registration.
- Legal/deed drafting and document verification.
- Home-loan processing fees and, for new builds, maintenance deposits.
Together these can add another 1–2% to your outgo, so plan for it.
