On the night of 22–23 September 2025, Kolkata recorded 251.6 mm of rain in 24 hours — by IMD’s count, the third-heaviest September day and the sixth-heaviest single day in the city’s records. Every buyer who watched that night asked a version of the same question: is the flat I’m about to buy in one of those areas?
Almost nobody in this industry will answer that question honestly, because the honest answer is unflattering about property everyone is trying to sell. We list projects too — including in corridors named in this article. We’re publishing it anyway, because drainage sits inside the location dimension we score every project on, and because a buyer who discovers this after registration has no options left.
What follows is the public record — KMC’s own engineering data, Asian Development Bank project documents, IMD rainfall gauges — and then something more useful than a list of localities: a method for checking your specific block.
Start with one number: six
The Kolkata Municipal Corporation states on its own sewerage and drainage pages that the city’s main brick sewer network, laid during the British period, was designed to discharge 6 mm of rainfall per hour. Roughly 180 km of that century-old brick sewer is still carrying the city’s storm water today, and most of the drainage pumping stations were built 50 to 100 years ago. The Palmer Bazar station, which handles a large share of north and central Kolkata, has been running since the 1870s.
KMC has said that in stretches where drains have been desilted, closer to 15 mm an hour now clears — a real improvement, and worth knowing. Hold that number against what actually fell in September 2025.

Most of that fell in about five hours. Parts of Bansdroni, Bijoygarh, Jadavpur and Garia stayed under water for roughly three days afterwards.
Against a night that delivered over 250 mm in five hours across south Kolkata. The conclusion is uncomfortable but it is the correct starting point: no locality in this city is flood-proof in a once-in-forty-years event.
So when a sales team tells you their area “never waterlogs,” they are describing ordinary monsoon showers, not extreme rainfall. The questions that actually help you are narrower:
- How often does water stand here in a normal monsoon?
- How deep, and for how long?
- Does it reach the building, or only the road?
The tide: the variable no sales office mentions
Kolkata drains by pumping storm water into the Hooghly and into a canal network that eventually reaches the Kulti river system east of the city. Those outfalls have lock gates. When the Hooghly is at high tide, the gates close — and storm water has nowhere to go until the tide drops. Pumps don’t solve this. There is nowhere to pump to.
The clearest demonstration came in August 2022, on a day with nothing dramatic about the rainfall at all. Thanthania recorded 65 mm, Palmer Bridge 56 mm, Manicktala 50 mm, Ballygunge just 30 mm — most of it inside a single hour. Within that same hour the lock gates had to be shut for high tide. College Street, Thanthania, Amherst Street, Muktaram Babu Street, Keshab Chandra Sen Street and Ganesh Chandra Avenue stayed waterlogged into the evening, on rainfall that on a low-tide afternoon would have cleared in well under an hour.
Why some parts of the city are structurally worse
There isn’t one explanation. There are three distinct histories, and they matter because they tell you which problems are being fixed and which aren’t.
1. The areas added to KMC in 1984
Behala, Jadavpur and Garden Reach were separate municipalities until 1984. They had grown for decades without organised sewerage and drainage, so KMC inherited dense, built-up settlement with very little underground network beneath it.
The Asian Development Bank’s own environmental assessment for the Kolkata Environmental Improvement programme is blunt about the consequences. It records that in Behala, Tollygunge and Garden Reach a medium-to-heavy shower causes waterlogging in some localities that takes a considerable period to clear, and that some pockets remained partially inundated for three to four months of the year. A survey conducted for the project’s detailed report found that streets in the project area went under water four times on average during 2008.
That is the low base. What matters for a buyer in 2026 is that this is also the fastest-improving part of the city. KEIP Phase I — a USD 257 million ADB-funded programme — built out roughly 50 sq km of sewerage and drainage network before closing in 2013. Its successor programme has continued through Behala, Thakurpukur, Haridebpur, Kudghat, Tollygunge, Garia and Jadavpur, with a later phase extending into Joka, Sarsuna, Nayabad, Paschim Chowbaga, Mukundapur and Garden Reach, including six new pumping stations.
So the honest position on these corridors: historically the worst-drained parts of Kolkata, currently being rebuilt, improving road by road on a schedule that is not uniform. Which is precisely why locality-level reputation is useless here. The road in front of your building either has the new underground line, or it doesn’t.
2. The old core — north and central Kolkata
This is where the Victorian brick sewer still runs and where the tidal lock bites hardest. The stretch around College Street, Amherst Street, Thanthania, Muktaram Babu Street and Ganesh Chandra Avenue appears in waterlogging reports year after year, including on modest rainfall. Central pockets around Park Circus, Topsia, Tangra and the canal-side stretches near Chingrighata show similar recurrence.
The constraint here is physical and slow to change: you cannot easily re-lay a 150-year-old sewer under a continuously occupied heritage street grid. Desilting helps. It doesn’t change the design capacity.
3. The eastern fringe and filled land
The East Kolkata Wetlands are the city’s natural sink — the low ground the entire plain drains toward. Salt Lake was built in the 1960s on reclaimed salt-water lakes. Geospatial studies of this corridor describe how storm water from northern and western Kolkata historically accumulated across this low ground and drained eastward through a chain of bils toward the Kulti system, and how progressive infilling has eaten into that capacity.
New Town sits in the same deltaic plain, but it was planned rather than accreted: raised land levels, engineered stormwater drainage and a modern sewer network from the start. In practice it performs better than most of the old city, and that is a genuine structural advantage rather than a marketing claim. It is not a blanket guarantee — academic work on Action Area 1D has documented canal water-level changes alongside land-level changes from soil extraction during development, and the quality and age of filling varies plot to plot. Better odds. Still verify the block.
What actually decides whether your flat floods
Within 500 metres, the answer changes completely. Five factors matter more than the name of the locality.
- Plinth level against road crownThe ADB assessment made a point most buyers never consider: newly constructed roads in Kolkata are often built as embankments, raised above the surrounding built-up area — which turns the road into a dam and everything behind it into a basin. Measure the vertical distance from the road surface to the lobby floor. Two to three feet is comfort. Level with the road is a problem waiting for the right shower.
- What happens to the basement or stiltMost flood damage in Kolkata apartments isn’t water in the flat — it’s water in the parking. Cars, lift machine rooms, water pumps, DG sets and electrical panels all live at the lowest point of the building. Ask whether there’s a ramp lip, a stormwater sump, a submersible pump, and crucially whether that pump runs on DG backup. A pump that stops when the power goes is decoration.
- The drainage vintage of the approach roadPost-upgrade RCC or UPVC underground line, or century-old brick? This is public information on KMC’s ward-wise drainage network map, and it is the single most predictive item on this list for the added areas.
- Distance and route to the serving pumping stationWater has to travel somewhere. KMC publishes drainage pumping station locations by ward. A block at the tail end of a long, silted run behaves very differently from one near a functioning station.
- What the plot was fifteen years agoFilled tanks, filled canal edges and filled low land settle over time and end up sitting lower than the ground around them. This is checkable in about ten minutes, and almost no buyer checks it.
How to actually check — a method that takes one afternoon
- Pull KMC’s drainage mapsOn kmcgov.in, the Ward Wise Smart Map section carries a Ward-wise Drainage Network Map and a Drainage Pumping Station map. Find your ward. Note whether the network is shown on your road and where the nearest station sits.
- Run Google Earth Pro historical imageryThe desktop version is free. Drop the plot coordinates and drag the time slider back to 2005–2012. If the site was a tank, a canal bank or open low land, you now know it is filled — and you can ask how, when, and to what compaction specification.
- Read relative elevation, not absoluteGoogle Earth shows elevation at the cursor. Metres above sea level tells you little in a delta. What tells you something is the plot’s level against the adjoining road and against land 200 metres away in each direction.
- Check IMD’s Kolkata rainfall mapsThe Regional Meteorological Centre at mausam.imd.gov.in/kolkata publishes daily, weekly and seasonal rainfall maps. This gives you gauge-level data rather than a city average — the difference between 332 mm at Garia and 195 mm at Thanthania on the same night.
- Visit after rain, ideally on a high tideTide timings for the Hooghly at Kolkata are published. Two hours after a heavy shower that coincided with high tide is the single most informative hour you will spend on that plot.
- Ask the guard at the neighbouring older buildingNot the sales office. The security guard at the ten-year-old building next door has watched ten monsoons from that gate and has no reason to shade the answer.
- Ask the shopkeepers at the nearest cornerThey lose stock to floodwater and remember precisely which years, and to what height on the wall. This is the most reliable oral source in Kolkata and it costs you a cup of tea.
- Read the ground floors of older buildings on the same roadWater stain lines on plaster. Meter boxes and electrical points mounted unusually high. Plinths visibly raised during a later renovation. Buildings tell you things residents may be reluctant to.
- For a resale, ask for AGM minutes and maintenance accountsSump pump repairs, dewatering charges and basement waterproofing all show up as line items. Accounts don’t do public relations.
Five questions to put to the developer in writing
Verbal reassurance is worth nothing eighteen months later. Send these by email and keep the reply.
- What is the finished floor level of the ground floor, in feet, above the crown of the adjoining road?
- Was any part of this plot a waterbody, canal edge or low land requiring filling? If so, when, and to what compaction specification?
- Is there a stormwater sump and pump serving the basement or stilt? What capacity, and is it connected to DG backup?
- Which drainage pumping station serves this ward, and what is the discharge route from the site?
- Has the underground drainage line on the approach road been replaced under the KMC upgrade programme, and in which year?
A developer confident in the answers will give them. A hesitation on the second question is itself information.
What this should do to the price you pay
Waterlogging risk is real, and it is priced into the Kolkata market — badly and inconsistently. Buyers make two opposite mistakes.
Treating a locality’s reputation as permanent. Roads in the added areas that flooded reliably in 2010 have had underground drainage laid since. These corridors are genuinely changing, and neighbourhood folklore lags the actual pipework by about a decade. Verify current conditions, not what your uncle remembers.
Paying an undiscounted price for undisclosed risk. The mistake isn’t buying in a corridor with drainage history. It’s paying the same rate as a comparable block with none — and then finding out the difference in September. Resale buyers in this city ask about waterlogging. Whatever you don’t check now, you will negotiate against at exit.
The workable position is neither avoidance nor denial: know the record, verify your specific block, and let what you find inform the price you pay rather than whether you buy at all.

Which areas of Kolkata are most prone to waterlogging?
On the public record, recurrent waterlogging has been reported in the old north and central core around College Street, Amherst Street, Thanthania and Ganesh Chandra Avenue; in the areas added to KMC in 1984, particularly parts of Behala, Tollygunge, Garden Reach and Jadavpur; and in low-lying eastern and southern pockets including Topsia, Tangra, Mukundapur, Garia and Bansdroni. This is locality-level history, not a verdict on any specific building — conditions vary sharply within a few hundred metres, and drainage upgrades have changed several of these roads since.
Does New Town flood?
New Town was planned with raised land levels and engineered stormwater drainage from the outset, and it performs better than most of the older city. It is not immune — it sits on the same low-lying deltaic plain, and the quality and age of land filling varies plot to plot. Treat it as better odds rather than a guarantee, and verify the specific block.
Why does Kolkata waterlog even after moderate rain?
Two reasons. The core sewer network was designed to discharge about 6 mm of rainfall per hour, and much of it is over a century old. And the city drains through lock gates into the Hooghly — when the river is at high tide those gates close, so storm water has nowhere to go regardless of how many pumps are running. A 60 mm shower at high tide behaves completely differently from the same shower at low tide.
How can I check whether a specific flat is in a flood-prone spot?
Check KMC’s ward-wise drainage network and pumping station maps, run Google Earth Pro’s historical imagery back to 2005–2012 to see whether the plot was filled low land or a waterbody, compare the plinth level against the road crown, and visit the site within two hours of heavy rain that coincided with a high tide. Then ask the security guard and shopkeepers at the neighbouring older buildings — they have watched a decade of monsoons from that spot.
Does waterlogging affect property value and resale in Kolkata?
Yes, though inconsistently. Chronic waterlogging affects rental demand, insurance claims, vehicle and equipment damage in basements, and the questions a future resale buyer will ask. The risk is manageable when it is known and reflected in the price. It becomes expensive when you pay a premium rate for a block whose drainage history was never disclosed.
Is Kolkata’s drainage situation improving?
In parts, measurably. The ADB-funded upgrade programme has laid underground sewerage and drainage across large sections of the areas added to KMC in 1984, and KMC reports that desilted stretches now clear closer to 15 mm per hour against the original 6 mm design. The old core is harder to change, because relaying a 150-year-old sewer under an occupied heritage street grid is slow work. Extreme rainfall events also appear to be getting heavier, which offsets some of the gain.
